In order to maintain the education standards, practice scope of CNAs and responsibilities of nursing homes, the congress passed a federal legislation OBRA-87. The legislation requires the nurse aides to meet the conditions of OBRA before they are permitted to work in a variety of health care settings. The federal law also mandates that each state must maintain a Registry of CNAs that could provide safety to public welfare and register these CNAs, who have met the condition as laid down by OBRA.
